New Collaboration Streamlines Intercarrier Compensation and Dispute Resolution

BETHESDA, MD – May 10, 2011 – Today, Connectiv Solutions, the network efficiency experts, and Communications Data Group, Inc. (CDG) announced they have signed a strategic partnership deal that will combine Connectiv Solutions’s comprehensive network analytics capabilities with CDG’s expertise in carrier billing systems. The new arrangement provides telecommunications carriers with an unparalleled platform that will streamline their intercarrier compensation (ICC) procedures, reduce billing disputes and increase revenues.

Today’s increasingly complex inter-connected telecommunications environment makes it difficult for carriers to measure and bill effectively for ICC. It also gives rise to a number of regulatory challenges such as phantom traffic, traffic pumping and portability, which the Federal Communications Commission has attempted to solve. Today, when network analysis is performed, the result is often the product of guesswork, leading to inaccurate costs, endless disputes and ultimately carriers billing for more or less than they should.

Utilizing Connectiv Solutions’s netCLARUS interface, clients will define unique rule sets on an intercarrier agreement (ICA) basis. Defining these rules, affecting origination/termination points, jurisdiction, local boundaries, etc., will allow netCLARUS to analyze and tag call detail records (CDR) billable for ICC. Subsequently, carriers will have the advantage of sending the billable CDRs directly to CDG’s billing system, producing records that are both timely and accurate.

Within netCLARUS, users will be able to quickly review, compare and contest key contract ratios like Percentage Mobile to Land (PML), Percentage Local Usage (PLU) and Percentage Interstate Usage (PIU) to their actual percentages. Disputes, in particular, cost carriers significant time and resources to resolve. The new offering announced today will afford carriers the hard data needed to renegotiate the ratios to increase revenues and reduce network expenses.

In one example pertinent to wireless carriers, more granular cell site information was examined to define jurisdiction, offering a dramatic difference when compared to switches only. In this one study, the percentage of local usage jumped from 85% to 98%, saving thousands in monthly fees pertaining to just one ICA.
